  • The purpose of a protective tariff is to raise the costs of the imports to protect local businesses against outside competition.
  • Northern Position: believed that tariffs were necessary for their businesses to prosper. They wanted the government to have the power to control trade between states and with foreign nations.
  • Southern Position: believed that tariffs increased the cost of manufactured goods from Europe. The tariffs unfairly favored the north. They feared that England would place tariffs on the South's agricultural products making them more expensive to sell they opposed giving the government the power to regulate trade.
