Connecticut or Great Compromise

• Bicameral legislature
• VA Plan: proportional representation (favored by MA, NY, MD, VA, PA, NC)
• NJ Plan: equality (favored by NH, RI, CT, NJ, DE, SC, GA)
• House of representatives: proportional representation
• Senate: based upon equality (every state equals two votes)
• Large States would have slightly more influence over the creation of laws on taxation and how money would be spent. Bills passed by the house could always be checked by the small states.
